Professional Certificate in Cleaning Services – why is it Necessary and how to Obtain it?
Cleaning services are much more than just cleaning. It is a professional skill that requires knowledge, precision, and dedication. A professional certificate is the official recognition of this skill. It demonstrates that an individual has acquired specialized knowledge and can perform their work with high quality. For over 20 years, Puhastusekspert has been a vocational qualification provider through whom professional certificates in the cleaning sector can be applied for.
Why is a professional certificate important?
A professional certificate provides assurance to both the employee and the employer. It proves that the individual has undergone assessment, possesses the necessary knowledge and skills, and can apply them in daily work. It is a mark of quality that helps one stand out in the job market and provides opportunities for professional development.
As of September 29, there are 4,976 valid professional certificates in Estonia issued by Puhastusekspert. Among these are: 159 valid professional certificates for Cleaning Work Manager, Level 5 and 1,258 indefinite professional certificates for Cleaning Service Provider-Instructor, Level 4.
This indicates that the cleaning services sector in Estonia is becoming increasingly professionalized.

What is a Qualification Level and How Does It Relate to EQF?
Professional certificates are divided into levels based on the European Qualifications Framework (EQF). EQF is a pan-European system that helps compare qualifications and professional levels across different countries.
EQF levels range from 1 (simplest skills) to 8 (doctoral degree). In cleaning services, levels 2–5 are primarily used:

EQF helps ensure that a professional certificate is understandable and comparable in other European countries as well. This opens up opportunities to work and study internationally.
How to Get Certified?

Professionalism of Professional Exam Assessors in Estonia
Professional certification is not just an exam. It is also about meeting different people, learning, and building a community. For example, 37 assessors participated in the assessors’ meeting held in Paide – everyone who was listed attended!
There are a total of 45 professional exam assessors for cleaning services in Estonia, and they receive training every year. In Paide, we ranked the assessors according to how many times they had assessed professional exams. There were those who had likely participated as assessors in about 500 professional exams over 21 years, but also those who had not yet reached the assessment stage.
Together, they discussed how to assess the exam so that the examinee would feel confident and the assessor would know exactly what and how to evaluate. The assessors themselves took an exam test to experience the nature of the exam.

Professional Certification is Growing
2024. In one year, there were 10% more applicants than the previous year, and currently, compared to 2024, the number of applicants is already 42% higher. This indicates that the professional certificate is becoming increasingly important and valued. On average, 25 professional exams are held annually, but this year is special because 24 exams have already taken place by October, and more professional exams are planned for the coming months.
