International project „Cost Effective, Need Based Cleaning – INSTA800“
The international project “Cost Effective, Need Based Cleaning INSTA800” began in 2019 and concluded in October 2022. Despite the Covid-19 pandemic and the related restrictions, we can say that the project was highly successful for Puhastusekspert OÜ as well as for all other partners.
INSTA 800 is a cleaning quality assessment standard primarily used for measuring surface hygiene in commercial and public buildings such as schools, offices, and healthcare facilities.
Together, we were able to create and discover new knowledge and methods, adding extra value to the INSTA800 standard for its users. We sincerely hope that the project outcomes will provide value to many and contribute to the development of results-based cleaning while minimizing unnecessary work in cleaning processes.

Principles of using INSTA800 through mapping user experiences
This guide has been created to help INSTA 800 users understand various situations related to the sale, purchase, and evaluation of cleaning services. The handbook provides practical tips for preventing and resolving issues that may arise when using the INSTA 800 standard in the process of purchasing, selling, or assessing cleaning services.
To develop this guide, 77 companies from different countries were interviewed — 16 from Estonia, 1 from Latvia, 15 from Finland, 3 from Iceland, 15 from Sweden, and 27 from Denmark — all of which use the INSTA 800 standard.

Guidelines for using the INSTA800 standard:
Cleaning time matrices for five typical room types
The report presents the results of time measurements conducted to determine how the amount of dirt and the desired level of cleanliness affect cleaning time. Measurements were taken in five standard room types: office, toilet, classroom, corridor, and staircase. Office measurements were carried out in rooms with both hard and carpeted floors.
For the preparation of this report, over 800 time measurements were conducted in Estonia, Finland, Latvia, and Sweden.
The measurements revealed how the degree of soiling and the desired quality level influence cleaning time, highlighting the importance of understanding the standard, recognizing dirt, and possessing solid cleaning knowledge. Based on the collected data, it is possible to analyze how increasing the quality level affects cleaning costs, given that labor costs represent the largest share of total cleaning expenses.
The measurements also identified factors that can help both clients and service providers reduce cleaning costs.

Effective training programs and methodologies for INSTA800 knowledge levels
We conducted experimental training sessions in the summer of 2022. As a result of these trainings and trials, we can now offer the most effective methods for teaching users of the standard, helping to ensure its efficient implementation.
The Level 2 knowledge training program and methodology are designed for cleaning staff, while the Level 1 knowledge training program and methodology are intended for clients and service purchasers.

Inspection using measuring instruments
The Swedish partner, Borago, has extensive experience in instrument-based measurement; however, not all partners share this expertise, and such measurements are not conducted everywhere. Here you can find videos and photos demonstrating gloss and dust measurement.
