International Project „Cost Effective, Need Based Cleaning – INSTA800“

The opening meeting of the Erasmus+ project “Cost Effective, Need Based Cleaning INSTA800” took place in Tallinn from 14th to 15th October 2019.

Agreeing and evaluating the quality of cleaning – INSTA800 is the official standard in seven countries. Representatives of all seven countries have never met and exchanged experiences. Puhastusekspert OÜ has, over time, established contacts with representatives of all the countries in connection with INSTA800. This gave rise to the idea of a project that would allow all countries to come together and share their experiences, learn from each other and develop materials together that would have been impossible or too expensive to develop on their own, while being necessary for many.

Thus, the project application for the Erasmus+ strategic cooperation project was submitted in March 2019. However, only six countries remained in the project due to the Norwegian partner unfortunately stepping away from the project on the last minutes and it being too late to look for a new partner. We did still find an opportunity to map the Norwegian experience and reflect it in the project.

1. Principles of using INSTA800 through user experience mapping

The guidance material is designed to explain to users of the INSTA 800 standard various situations related to the sale, purchase and evaluation of cleaning services. The manual provides practical tips for preventing and solving problems that may arise when using the INSTA 800 standard when buying/selling/valuing a cleaning service. To prepare this guide, 77 companies were interviewed in different countries (Estonia 16, Latvia 1, Finland 15, Iceland 3, Sweden 15, Denmark 27) where the INSTA 800 standard is used.

2. Matrices of cleaning times for five standard rooms

The report presents the results of time measurements to determine how the amount of dirt and desired level of cleanliness affect the cleaning time. Time was measured in five standard rooms: office, toilet and classroom, corridor and staircase. Office space measurements were taken in rooms with both hard and carpeted floors. To compile this report, more than 800 time measurements were made in Estonia, Finland, Latvia and Sweden. The measurements highlighted how soiling and the desired level of quality affect the cleaning time, how important it is to understand the content of the standard, to be able to identify dirt and how important cleaning knowledge is. On the basis of the obtained data, it is possible to analyze how much the improvement of the quality level increases the cost of cleaning, since labor costs make up the largest part of cleaning costs. The measurements also determined the circumstances that allow both the customer and the service provider to reduce cleaning costs.

3. Effective training programs and methodologies for INSTA800 knowledge levels

We conducted experimental trainings in the summer of 2022. As a result of trainings and tests, we can now offer the most effective ways to educate users of the standard to contribute to the effective use of the standard. The knowledge level 2 training program and methodology is intended for use by cleaning services. The knowledge level 1 training program and methodology of the customer of the service is intended for use by the customer.

We really hope that the project will create value for many and contribute to the development of result-based cleaning and to the minimization of pointless work in cleaning. Cleaning that does not remove dirt is actually a futile activity. Moving around, we often notice how surfaces are regularly washed black, but at the same time, important places have not been cleaned for a long time. Time and resources are spent, but the actual cleanliness achieved is not as expected.
